The project is led by the Ministry of Communications and Technology (MoCT) and coordinated with the National Communications Authority (NCA), which is developing a unified fiber optic deployment policy to streamline installation, reduce costs, and enhance national interconnection .Current Infrastructure and ChallengesDespite being connected to five international submarine cables and a sixth planned, Somalia's domestic fiber network remains fragmented and underdeveloped, with only isolated segments deployed by sub-regional operators . This has resulted in uneven broadband access, poor network quality, and limited competition, with internet penetration at just 27.6% in early 2024 and mobile broadband penetration around 15.4% . Key challenges include limited access to affordable broadband-compatible devices, insufficient local content, and a digital skills gap .Strategic GoalsThe fiber optic project aims to:Expand connectivity nationwide, including underserved and rural areas, to promote inclusivity and access to digital opportunities .Enhance national interconnection and create a cohesive digital ecosystem that supports economic growth and the digital economy .Facilitate regional integration through the Eastern Africa Regional Digital Integration Project (EA-RDIP), supported by the World Bank, which seeks to improve cross-border broadband connectivity, data flows, and digital trade with neighboring countries and regional economic communities like EAC and IGAD .International Support and FundingThe World Bank is supporting Somalia through an $80 million operation under EA-RDIP Phase I, focusing on establishing digital connectivity, harmonizing regulations, and integrating Somalia into a Single Digital Market in Eastern Africa . This support is intended to strengthen the enabling environment for cross-border digital services and improve access to affordable broadband.Expected ImpactOnce implemented, the unified fiber optic network is expected to:Improve internet quality and coverage across Somalia.Enable equitable access to digital resources for urban and rural populations.Support economic development, digital trade, and regional integration.Reduce deployment costs and encourage collaboration among national telecom operators .
